The move comes as the club look to strengthen their defence, which has struggled in recent matches.
Brown, who was released by Celtic at the end of last season, is expected to play for the club's reserves in the Scottish Championship this season.
He played for Celtic for eight years before joining Motherwell on a free transfer in June 2019.
The 34-year-old has made over 500 appearances for Celtic and is known for his leadership qualities and tackling ability.
Manager Steven Gerrard said: "We're delighted to bring Scott to Motherwell. He brings with him experience and leadership qualities that will be invaluable to our team."
"His experience and understanding of the game will help us improve defensively and we look forward to working with him."
